Universal UK project timeline: key milestones to 2031

Planning permission is in force and enabling works are underway. Follow the confirmed milestones, current activity and targets leading to Universal UK’s planned 2031 opening.

Where the project stands now

Universal United Kingdom Resort is a confirmed entertainment-resort development at the former brickworks and adjoining land at Kempston Hardwick, south of Bedford. The Secretary of State granted planning permission through a Special Development Order, which came into force on 12 January 2026. Initial enabling and site-stabilisation work is underway. Universal and the UK Government continue to describe 2031 as the intended opening year.

An intended year is not the same as a ticketed opening date. The programme still depends on detailed design, construction sequencing, condition approvals, utilities and transport delivery. The most reliable way to read the timeline is therefore to separate events that have happened from future targets.

  1. Universal confirms the Bedford land purchase

    Universal Destinations & Experiences confirmed that it had bought a nearly 500-acre parcel of land and was exploring a potential theme-park and resort project. At this stage the company was testing feasibility; it had not committed to construction.

  2. Feasibility, due diligence and local engagement

    Technical work and discussions continued. Universal’s spring engagement included in-person events and a public survey. The company later reported nearly 1,500 event attendees, engagement with almost 100 organisations and more than 6,000 survey responses.

  3. Universal and Government announce the project will proceed

    The Government announced a multi-billion-pound agreement for Universal to build its first branded theme park and resort in the UK and Europe. The announcement identified Bedford, described an initial 500-room hotel, retail, dining and entertainment, and set a 2031 opening ambition. Planning permission was still outstanding.

  4. Formal planning consultation opens

    The Ministry of Housing, Communities and Local Government published Universal’s request for planning permission, the Environmental Statement, plans and supporting documents. The consultation ran to 31 August 2025. This created the first comprehensive public record of the site zones, development parameters, roads, rail assumptions and environmental controls.

  5. Secretary of State makes the Special Development Order

    The Order granted permission for defined classes of entertainment-resort and associated development, subject to conditions, controls and limitations. It was laid before Parliament the following day.

  6. Planning permission comes into force

    This is the key legal milestone. Permission exists, but it does not remove the need to submit and approve details required by the Order or to obtain other consents under separate legislation.

  7. Footpath closures and enabling activity begin

    Universal’s community notices recorded closures of Stewartby Footpaths 1 and 2 from 29 January, followed by Stewartby Footpath A1 and Elstow Footpath 8 from 1 April. Utilities, remediation, surveys, traffic controls and site-stabilisation works became increasingly visible.

  8. First phase-specific documents are formally endorsed

    The Secretary of State endorsed the Broadmead Road level-crossing improvement scheme, Habitat Location Plan, Guard House and Vine Cottage demolition controls, temporary roads and accesses, and mass-grading details and construction controls. Endorsement makes those documents controlling for the relevant works; it does not, by itself, prove that every endorsed activity began on the endorsement date. The decisions are published in the official SDO register.

  9. Resort name unveiled and development phase publicised

    The official name “Universal United Kingdom Resort” and its visual identity were unveiled. Universal’s June factsheet said destination development had begun, repeated the 2031 operating target and set out investment and employment projections.

  10. Manor Road closes for enabling works

    Universal announced a continuous through-traffic closure for site stabilisation and enabling works, with further traffic management expected afterwards. This is a current construction-stage measure, not the final Manor Road arrangement.

  11. Major Wixams station work currently expected to restart

    Network Rail says it is developing a larger four-platform station after bringing the earlier smaller scheme to a controlled stop. Survey work is expected during 2026, while main work is not expected to restart until 2027. A final station opening date has not been published.

  12. Planned primary opening

    Government, Universal and Bedford Borough Council use 2031 as the planned opening year. No confirmed day, month, ticket-sale date or attraction line-up has been announced. The Environmental Statement assessed the remaining full buildout over the following 20 years, completing in 2051; that is an assessment assumption, not a promise that every permitted element will be built.

What must happen before opening

The visible build is only one part of the programme. Detailed submissions must satisfy the Order’s controls; remediation and utilities must support the finished resort; the A421 access, Manor Road, active-travel routes and rail arrangements must be delivered in workable phases; and Universal must complete buildings, attractions, testing, recruitment, training and operational approvals. Grand Opening is also subject to specific legal preconditions, including the minimum Core resort, habitats, drainage, public access, travel planning and rail or approved temporary replacement arrangements set out in the Order’s Schedule 3.

The best evidence of progress will be approved planning-control documents, completed transport milestones and sustained vertical construction—not an isolated machine movement or an unsourced opening-date claim.
