Independent reporting with evidence and accountability
Project Universal reports on the proposed Universal UK resort and connected planning, construction and transport matters. It is not an official Universal, government, planning-authority, contractor or aviation-regulator service.
What Project Universal is—and is not
Independent publication
Project Universal is independently operated. Universal, Universal Studios, Comcast, NBCUniversal and associated names, marks and characters belong to their respective owners. Descriptive reporting and commentary do not imply affiliation, sponsorship, approval or access granted by those organisations.
General information only
Articles, guides, maps, timelines, podcasts, video and social posts are general information. They are not official project communications and do not replace primary planning documents, legal notices, CAA material, contracts, professional advice or current instructions from the relevant authority.
Fact, analysis, opinion and speculation
Development reporting often concerns changing plans and incomplete information. The editorial aim is to distinguish what is confirmed from what is analysis, reasonable inference, opinion or unverified speculation.
Verification and attribution
Material claims should be checked against available primary documents, attributable sources, direct observation or corroborating evidence. Anonymous or confidential sources may be protected where justified, while their information is assessed with appropriate caution.
Fairness and context
Reporting should avoid materially misleading presentation, distinguish allegation from established fact, consider relevant context and, where proportionate, offer a meaningful opportunity to respond before publishing a serious adverse claim.
Corrections
Material factual errors should be corrected promptly and transparently. A correction request should identify the page, disputed statement, reason and supporting evidence. Disagreement with a reasonably held opinion does not by itself establish an inaccuracy.
Send a correction, right-of-reply request or legal concern through the contact form. Project Universal may preserve the original publication, correspondence and evidence where reasonably needed for editorial records or legal claims.
Publication does not create an automatic exemption
UK data-protection law recognises the special importance of freedom of expression and journalism, but the Data Protection Act 2018 special-purposes exemption is conditional and must be considered for the particular processing and publication.
Journalistic purpose and intended publication
The personal data must be processed with a view to publishing journalistic, academic, artistic or literary material—not merely because the operator calls itself a publication.
Reasonable belief in the public interest
There must be a reasonable, good-faith belief that publication would be in the public interest, considering freedom of expression, the subject’s public importance, accuracy, proportionality and the potential harm to individuals.
Compliance would be incompatible
A particular data-protection provision is disapplied only to the extent Project Universal reasonably believes complying with it would be incompatible with the journalistic purpose. Inconvenience alone is not enough, and the reasoning should be capable of explanation.
Editorial balancing factors
Relevant factors can include the subject’s role and reasonable expectations, the age and vulnerability of people involved, whether information is already public, necessity of names or identifiable imagery, intrusion, accuracy, the seriousness of allegations, opportunity to respond, and whether less intrusive publication would serve the same public interest.

Project Universal’s routine drone work is intended to operate within the UK framework in force on the day. A valid A2 Certificate of Competency supports Near People (A2) operations, but it does not authorise every aircraft, location, distance, airspace or operating method.
Aircraft class and weight determine the distance
Under the rules in force at this review date, a UK2 or temporarily recognised C2 aircraft may be flown in A2 no closer than 30 metres horizontally from uninvolved people, reducible to 5 metres only with active low-speed mode and an assessment of the conditions. An eligible non-class-marked aircraft under 2kg requires 50 metres. Intentional overflight of uninvolved people is not permitted in A2.
Class marks and transition
UK and European class marks, the date the aircraft was placed on the market, weight and transitional provisions affect the available sub-category. European C2 recognition is currently time-limited, so classification must be checked again before relying on it.
Dynamic separation
A published minimum is not automatically a safe distance. Speed, height, weather, aircraft performance, likely flight path, people, vehicles, structures and emergency options may require greater separation or cancellation.
Beyond Open Category
If the planned operation cannot meet every applicable Open Category condition, it must not be forced into A2. The flight may need redesign, delay or an appropriate CAA Specific Category Operational Authorisation and its required competency and procedures.
Each operation requires a live decision
No website statement, qualification or reusable document replaces an assessment of the aircraft, task, site, airspace, people and conditions immediately before and throughout the flight.
The published RAMS is a baseline, not an authorisation
Site-specific assessment
The reusable RAMS document provides a general structure. Before each operation it must be supplemented by current airspace checks, the selected aircraft and sub-category, operating area, people and traffic, access, environment, emergency arrangements and any client or site requirements.
Control measures must fit the risk
Not every operation requires identical equipment or segregation. Controls should be lawful, proportionate and effective for the actual risk. Where adequate separation or control cannot be achieved without additional people, equipment, permission or physical measures, the flight should be changed or not undertaken.
The RAMS is not a template for another operator to copy without their own competent assessment, insurance, qualification, aircraft classification, permissions and operational responsibility.
Lawful flight does not automatically mean lawful filming
Privacy, data protection, confidentiality, harassment, trespass, nuisance and misuse of private information can require separate consideration from aviation safety rules.
Minimise identifiable capture
Plan framing, height, angle, duration and camera settings to avoid unnecessary identification, persistent tracking, private domestic activity, sensitive locations and material unrelated to the editorial purpose.
Purpose, basis and safeguards
Where identifiable imagery is personal data, document the purpose and lawful basis, provide appropriate privacy information where required, restrict access, secure original files and retain them only while justified. Consider a DPIA where the processing is likely to create high risk.
Publication assessment
Before publishing identifiable or potentially intrusive material, consider necessity, public interest, context, potential harm, children and vulnerable people, accuracy, redaction or cropping, and whether a less intrusive image would serve the same purpose.
A person shown incidentally in public does not acquire editorial control over every image, but neither public visibility nor a journalistic purpose removes the need for a lawful and proportionate decision.
Reports are reviewed under the terms and applicable law
Notice a specific item
Use the contact form to report content believed to be illegal or rights-infringing. Include the exact URL or comment, the legal or factual reason, your contact details and supporting material. Threats to life or immediate safety should also be reported to the emergency services or relevant authority.
Proportionate action
Project Universal may preserve evidence, seek clarification, restrict access, remove material, suspend an account or decline a notice after considering legality, context, accuracy and affected rights. Where applicable, a contributor may ask for a moderation decision to be reviewed.
No professional or operational advice
Nothing on Project Universal is legal, aviation, planning, engineering, financial, safety, surveying, navigation or other professional advice. It does not authorise land access, a flight, a publication, a booking, a purchase or reliance on a map, date or forecast.
Users and operators remain responsible for checking the current law, regulator guidance, official documents, permissions and facts relevant to their circumstances and for obtaining competent professional advice where appropriate.
Availability, reliance and liability are governed by the Terms of use, including the exclusions that apply only to the fullest extent permitted by law and the liabilities and consumer rights that cannot lawfully be excluded.
UK operations and European visitors
UK aviation
Flights in the United Kingdom are governed by current UK unmanned-aircraft legislation, the Air Navigation framework, CAA rules and authorisations, airspace restrictions and applicable insurance law. A UK qualification does not itself authorise flying in another country.
Publication and data
Relevant UK law can include the Data Protection Act 2018 and UK GDPR as amended, defamation, privacy, confidentiality, intellectual property, harassment and online-content law. EU GDPR and Digital Services Act obligations are considered where they apply to European users and services.

Rules, transitional provisions and official guidance change. The review date records when this page was last checked; the current CAA, ICO, legislation and regulator source must always take priority over this summary.
