Universal UK trees, habitats and wildlife: what is being removed and created

Universal’s Bedford resort will remove trees and priority habitat, but it must also deliver a 49.3-hectare ecological enhancement network. Here is what the documents quantify—and what they do not.

The headline numbers

The approved framework does not publish one final number of new trees. It does, however, put measurable habitat requirements around the resort. The Land Use Limitations Table requires ecological enhancement areas with a combined minimum of 49.3 hectares—about 122 acres—while the habitat plan breaks that total into an indicative mix of woodland, water, reedbeds, meadow, scrub and open mosaic habitat.

How many trees and shrubs will be planted?

A definitive plant schedule will come later. The detailed Habitat Creation and Enhancement Plan must specify planting areas, densities, species, individual numbers and locations. That means claims of an exact final tree total are premature.

The outline specifications do show the likely order of magnitude. Woodland saplings are proposed at roughly three-metre spacing; if all 16.1 hectares were new planting at that spacing, the arithmetic would equate to about 17,900 planting positions. It will not all necessarily be new planting: the 16.1-hectare figure combines creation and enhancement, and some areas may regenerate naturally. It is therefore an illustration, not a promised tree count.

The same caution applies to shrubs. The 2.4km hedgerow specification uses seven plants per metre, which would equate to about 16,800 hedge plants if every metre were newly planted. The 3.2 hectares of scrub, planted at one-metre centres, could represent roughly 32,000 planting positions if the whole area were planted rather than naturally regenerated. Detailed design and possible hedgerow translocation will change those totals.

What is being removed?

The tree assessment surveyed 203 arboricultural features: 107 individual trees, 89 tree groups and seven hedgerows. It anticipates the full removal of 91 features—59 individual trees, 27 groups and five hedgerows. A further 13 groups require partial removal and five groups are identified as being at risk of full or partial removal. Three of the individual trees marked for removal were graded high quality.

That feature count is not a count of every trunk: one “group” can contain multiple trees. It should not be compared directly with an estimated future sapling count.

The wider ecology assessment forecasts the loss of approximately 12.4 hectares of priority woodland. Even after mitigation, it records a possible reduction of up to 11.6 hectares in priority woodland extent and a significant adverse effect at district level. For native hedgerow, the forecast loss and proposed replacement are both approximately 2.4km.

A connected wildlife network, not only tree planting

The ecological design is centred on connected enhancement areas. The Northern Ecology Area is planned as grassland, scrub and woodland and can receive relocated badgers and reptiles. Elstow Brook and a diverted watercourse form green corridors. Retained woodland in the East Gateway and along the southern Core Zone boundary is to be managed and supplemented where detailed design allows.

  • Nine new ponds, in three clusters, ranging from roughly 5m × 5m to 10m × 15m.
  • Two wildlife crossings between the Northern Ecology Area and lake habitats, designed for badgers, reptiles, amphibians and small mammals; an underpass or tunnel would be at least 3m × 3m.
  • Reedbed or swamp along approximately 60% of the retained and enhanced lake shoreline.
  • Dark corridors to limit artificial light around habitat links, watercourses and neighbouring wildlife sites.
  • Bird boxes, bat boxes, hibernacula, log piles, invertebrate hotels, nesting islands and specialist banks for sand martins and kingfishers, with final numbers to be fixed later.

The lake environment is expressly intended to serve wildlife as well as drainage and water reuse. The outline plan rules out fishing, water sports and wildfowling where they conflict with conservation, while allowing carefully managed trails, screens, interpretation and possible bird hides in less sensitive areas.

How long will it take to look established?

New habitat is not instant habitat. The management plan estimates around five years for ponds to reach target condition, seven for scrub, 10 for hedgerows and open mosaic habitat, 15 for grassland and more than 30 years for woodland and trees. It sets out management from construction through year 50, with replacement planting, watering, invasive-species control and ecological monitoring used to correct failures.

Is this Biodiversity Net Gain?

Not in the statutory sense. The Secretary of State’s decision records that mandatory Biodiversity Net Gain does not apply to Special Development Orders. The permission instead relies on site-specific habitat controls, a minimum 49.3-hectare enhancement area, approved habitat locations and long-term management. The documents contain substantial nature provision, but they do not demonstrate a statutory BNG percentage and they still identify residual ecological harm.

How much will Universal spend on nature?

No reliable standalone figure has been published for tree planting, habitat creation or long-term ecology management. Universal and Government describe the resort as a multi-billion-pound investment, but allocating that total to nature would be misleading. The ecological obligations are real and will have material design, construction and multi-decade maintenance costs; until a contract value, budget or cost plan is published, this guide will not invent a pound figure.

What to watch next

The most useful next document will be the detailed Habitat Creation and Enhancement Plan. It should turn outline areas and densities into planting schedules, species mixes, exact locations, habitat-structure numbers and delivery phases. Later landscape schemes and monitoring reports will show whether the new habitats are being created on time and whether failed planting is replaced. Those documents—not concept imagery—will reveal the final tree and plant totals.
